Mexico SIM registration: CURP rules for tourists (2026)

Tourist using a passport for Mexico SIM registration at a mobile service counter

In short, here's what you'll discover in this article: foreign tourists can register a Mexican mobile line with a valid passport, without obtaining a CURP first. Learn which connection needs registration, what to bring, and how to avoid confusing a local eSIM with an international roaming plan.

Checked on October 29, 2026. This is practical travel guidance, not individual legal advice.

Do tourists need a CURP to register a SIM in Mexico?

No: a valid foreign passport provides a registration route. A CURP is Mexico’s population registration identifier, not a document every visitor must obtain to buy connectivity. Do not confuse instructions aimed at Mexican customers with the process for foreign tourists.

Article 20 of Mexico’s mobile-line identification rules accepts a passport for foreign nationals. The June 30, 2026 amendment published in the Official Gazette retains that option and also recognises specified foreign-resident documentation. You do not need to invent a CURP or borrow somebody else’s identity.

However, passport acceptance does not mean registration is optional. A Mexican mobile line still needs identity verification. The distinction is which document you use, not whether tourists must identify themselves.

⚠️ A shop selling you a SIM, or your phone successfully installing an eSIM, does not prove registration is complete. Ask for confirmation that the line is linked to your identity and usable.

Local SIM, local eSIM or travel eSIM: which process applies?

The issuing service matters more than the SIM’s format. A physical SIM and a Mexican-issued eSIM can both require local registration. Buying online, buying abroad or seeing “tourist” in the product name does not establish an exemption.

Mexican-issued tourist eSIMLocal registration can still apply; Telcel explicitly requires it.Passport capture, verification steps and phone compatibility.

If you mainly need maps, messaging and transport apps, compare Mexico data plans. If you need a Mexican telephone number or ordinary local calls, check those features separately. Data access is not the same product as a local voice-and-SMS line.

What should you bring for passport-based registration?

Bring your original, valid passport and the phone you will use. AT&T México’s registration guidance specifies current physical identity documents, not photocopies or photographs. Treat a saved passport image as a backup, not a guaranteed substitute.

  • Valid passport: check the expiry date and keep the identity page readable.
  • Your phone and line details: have the device, SIM packaging or eSIM purchase information available.
  • A working connection: arrange Wi-Fi if the registration process requires an online form.
  • Camera access: some remote processes require document capture and a liveness check.
  • Time to test service: avoid discovering an incomplete registration after leaving the counter.

Ask the carrier whether its chosen sales channel can handle a foreign passport without CURP. This is particularly useful before paying at a small reseller. A genuine passport route may exist even when a particular form initially displays a CURP field.

💡 A useful phrase is: “Soy turista extranjero. Quiero registrar mi línea con mi pasaporte; no tengo CURP.” It means you are a foreign tourist seeking passport-based registration.

How to register a Mexican tourist SIM or eSIM

Follow your carrier’s official sequence. Installing a profile, enabling a line and completing identity linking can be separate steps. Do not assume one provider’s order applies to every other operator.

Mexico SIM registration steps for tourists: valid passport, identity check and activation confirmation
For a Mexican mobile line, use the foreign-visitor route and confirm activation.

Telcel: installation does not replace registration

Telcel’s English-language tourist eSIM instructions tell visitors to install the eSIM, then complete registration. The remote process requests a valid passport and a liveness check. That makes Telcel’s tourist product a clear example of an eSIM that still needs local identity linking.

Telcel allows three attempts through that process. If it fails, seek assistance through the official support channel or a customer-service centre. Do not keep changing your identity details to force an unsuccessful form through.

AT&T México: online or in person

AT&T México’s tourist FAQ likewise accepts a valid passport from the visitor’s country of origin. Its guidance offers remote registration and registration at its stores or points of sale, rather than registration by telephone. Follow the official portal or carrier-provided instructions for your line.

For prepaid customers, the process includes identity linking and an SMS confirmation. Before leaving, ask staff to clarify which step is complete. Then test mobile data with Wi-Fi switched off.

What if the website insists on a CURP?

Stop rather than entering false information. First check whether you selected the Mexican-national route instead of the foreign-visitor route. Look for wording such as “extranjeros” or “pasaporte,” or ask the operator to explain its passport workflow.

If you cannot find that option, use an official service centre. Take your passport and purchase details. Explain the exact error, and ask staff to complete or escalate the foreigner registration process.

Never use a generated CURP, an employee’s identity or a seller’s pre-registered line as a workaround. Also, avoid sending passport photographs to an unverified social-media account. Open the carrier’s official website independently before submitting sensitive information.

Can a travel eSIM avoid the local registration process?

Do not buy on the promise that “all eSIMs are exempt.” A foreign-issued roaming plan differs from a Mexican-issued line, but the label “travel eSIM” alone tells you too little. Likewise, “data-only” is not a reliable blanket legal shortcut.

The original rules anticipated a later mechanism for internationally roaming lines after the 2026 World Cup. That provision should not be rewritten as a permanent exemption. For an upcoming trip, confirm the provider’s current Mexico requirements, including any identity checks, before payment.

Our Mexico selection helps compare providers, but it does not certify that a plan needs no identification. Check the actual product’s activation instructions, refund conditions and support availability.

Before choosing, ask: Is this a Mexican-issued line or an international roaming service? Then ask whether it includes a local number and which documents activation requires. Save the answer with your order confirmation.

Already own a Mexican SIM? Check its registration status

An older SIM is not automatically exempt. The June 2026 amendment introduced a phased calendar for existing unlinked lines, based on the telephone number’s final digit. Do not rely on an outdated article quoting one universal suspension date.

Ask your operator to check your specific number before travelling. That calendar is separate from the process for a newly purchased tourist line. If your old line has stopped working, confirm whether identity linking is missing before assuming the problem is coverage or an expired data package.

FAQ

Can I buy and register a Mexican SIM without a CURP?

Yes, foreign tourists have a valid-passport route. Complete the carrier’s identity-linking procedure. A CURP-only screen does not mean you should create a fictitious identifier; ask for the foreigner option or in-person assistance.

Does a Mexican tourist eSIM need passport registration?

It can, yes. Telcel explicitly requires registration for its tourist eSIM. The digital format does not remove the rules applying to the Mexican mobile line.

Is a photocopy of my passport enough?

Do not rely on one. AT&T México specifies a valid physical document, while Telcel’s remote tourist process captures the passport and checks liveness. Keep the original available and follow your chosen operator’s instructions.

Do I need Mexican residency to use the passport route?

The tourist passport route does not require you to become a resident first. Resident-document options are alternatives, not a reason for a short-stay visitor to seek residency solely for SIM registration.

Are all international travel eSIMs registration-free in Mexico?

No universal guarantee follows from the term “travel eSIM.” Check the issuing service, current Mexico rules and the provider’s identity requirements. Do not treat roaming arrangements or data-only marketing as proof of a permanent exemption.
